Start on the fringes of the actually City Of. The far NW side (91st and Good Hope area), near Glendale (such as near Lincoln Park, but stay as close to Green Bay Rd as you can), or near the Stadium (technically the City of West Milwaukee).

You’ll not make a million dollars on houses there, but its where you can currently find pretty cheap housing and will be (IMO) quick sells as long as you keep them reasonably priced post-flip. i.e. You’ll find some houses for 65K-90K, but don’t invest more in them than you can reasonably re-sell for less than 100-140K, or people will feel they’re overpriced for the neighborhood.

Flipping houses NOT a good idea in this market. Wait a year or two.
Buying houses to keep and rent out, VERY good idea though.
